Abstract: The article raises the question of the genesis of morality and introduces the concept of “natural morality”. It is proved that morality as a regulator of social behavior arises during the transition to a productive economy. It shows the relationship between the emergence of moral problems in the contradiction of two social regulators: law and religion. The difference between law and morality in the history of Europe and Russia is analyzed. The emergence of modern morality in the USSR in the 50–60s of the twentieth century is postulated. The symbiosis of morality and the structure of state power in the USSR and modern Russia is considered. Changes in the definitions of morality are shown depending on changes in the country’s policy.
